Joe Outlaw came to Lincoln University from Tennessee in 1957. Outlaw went on to earn a master’s in business administration from Central Michigan University in 1977. During his time as a Blue Tiger, he played both defensive end and guard on the football team, and in 1961 he was named most outstanding lineman. That same year, the four-year letterman graduated from Lincoln University.

Outlaw spent 25 years in the U.S. Army from 1962-to-1987, retiring as colonel. Following his retirement from the U.S. Army, Outlaw has become a respected member of the business community. Outlaw currently holds positions as president at PenTrust Financial Services, vice president and chief financial officer at BTW Development, companies he helped build in PenTrust and start in BTW.

Outlaw founded PenTrust just four days after retiring from the Army and the company now has more than 400 clients. BTW is a real estate company Outlaw started, which honors African-American educator and economic development pioneer, Booker T. Washington. While all of this was ongoing, Outlaw also spent time as a sports agent  for OHMS and Prime Impact from 1991-to-2002.
